No, only filling up the examination form is can’t be counted as an attempt. If he/she appears in any of the two papers- either GS Paper 1 or GS paper 2- then only his/her attempt will be considered or counted.
In 2009, the number of applicants who filled the examination form was 409110. However, the number of candidates who appeared in the examination was 193091.
