Bilal Mohi Ud Din Bhat  became the UPSC Topper in 2017 for the Civil Services Exam 2016. It was his fourth attempt in UPSC IAS Exam. He has cleared the Indian Forest services (IFoS) in 2012 in his first attempt and secured Rank 23. He is currently serving as an Indian Forest Officer based in Lucknow. Before joining IFoS, he had also cleared the Kashmir Administrative Services (KAS) with 22nd rank. While he was qualifying other exams, but his passion and zeal to work as an IAS officer remained unfulfilled. During 2011-2013, he appeared UPSC IAS Exam three times, but could not even qualify IAS Prelims.

He belongs to the Haripora Younis village of the remote border district of Handwara in North Kashmir. Bilal Mohi Ud Din Bhat had completed his schooling and college from Srinagar. He studied in the Minto Circle School, Raj Bagh, Srinagar.  Later, he studied Veterinary Sciences in College of Veterinary Science and Animal Husbandry, Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) of Jammu. His father, Ghulam Mohi Ud Din Bhat is a retired officer of Kashmir Administrative Services. He is married and has 3 brothers and one sister. He credits his success in IAS Exam to his 8 months old daughter, Mariam.

In UPSC IAS Exam, he had Animal Husbandry & Veterinary Science as an optional subject.
