Delhi became the First State in India to issue e-stamp Papers in all Denominations

Delhi became the first State in the country to issue e-stamp papers in all denominations after the Cabinet decided to bring non-judicial stamp papers of Rs.500 denomination and below under the ambit of e-stamp mode on 6 February 2012. The complete switchover to e-stamp mode is expected to prevent all fraudulent practices in this field.

The Delhi Government had earlier implemented e-stamping of non-judicial stamp papers of denominations of Rs 501 and above with effect from 1 April 2008, through M/s Stock Holding Corporation of India Ltd. (SHCIL) to provide this service through its offices and authorised collection centres.

e-stamp papers of Rs.500 and below under the ambit of e-stamp mode will enable the Delhi Government to save a huge amount on account of payment of printing charges to the Government of India Press, Nasik, and transportation expenditure from Nasik to Delhi and further loading and unloading charges.

Also the commission at the rate of 0.65 per cent to SHCIL for the generation and issuance of e-stamp is comparatively much less as compared to the commission being paid to stamp vendors and the aforesaid expenses.

e-stamp papers are tamper-proof and provide a secured electronic payment gateway to the government. Further, the authenticity of the certificate is easily verifiable as all e-stamp papers have a unique identification number.

Currently e-stamp collection per month is in the range of Rs.200 crore which is deposited in government accounts within two days. the review audit of the scheme also established that e-stamping mechanism is satisfactory. On the other hand, the annual sale of non-judicial stamp paper of denomination of Rs.500 and below is about Rs.60 crore.
