BJP's Kalidas Kolambkar has been sworn in as the pro-tem Speaker of Maharashtra assembly. The oath-taking ceremony was conducted at the Raj Bhawan in Mumbai on November 26, 2019.

Maharashtra Governor Bhagat Singh Koshyari administered the oath to Kalidas Kolambkar. Immediately after his oath-taking ceremony, Protem Speaker Kalidas Kolambkar announced that the first session of the new Maharashtra assembly will begin on November 27, 2019.

The pro-tem speaker will administer the oath to all the 288 MLAs of the state assembly from 8 am onwards on November 27.

Who is a pro-tem speaker?

As per established norms, the senior-most member of the state assembly is appointed as the pro tem speaker.

What does pro-tem mean?

Pro-tem means for the time being. The pro tem speaker is appointed temporarily to discharge the immediate duties of the legislative assembly such as to conduct a floor test in a free and fair way and administer the oath to all the MLAs.

Who appoints the pro-tem speaker?

The pro-tem speaker is appointed by the state governor.  In Maharashtra’s case, Governor BS Koshyari has the right to appoint any MLA as pro-tem speaker.

Though initially when the Supreme Court had ordered the floor test, the role of the pro-tem speaker was seen as pivotal, as he would have had to oversee the complete floor test and declare the results.

Now, as Devendra Fadnavis has submitted his resignation and quit as Maharashtra CM, the Maharashtra government has fallen and the floor test is nullified and the pro-tem speaker’s role will be restricted to swearing in all the MLAs.


The appointment of the pro-tem speaker was considered to be significant after the Supreme Court ordered the Maharashtra floor test to happen before 5 pm on November 27, 2019. However, Ajit Pawar announced his wish to resign from his post within hours of the SC verdict on floor test.

Following Pawar’s resignation as Deputy CM, Maharashtra CM Devendra Fadnavis held a press conference where he announced that the BJP did not have the required numbers due to withdrawal of support by Ajit Pawar due to personal reasons. Devendra Fadnavis also announced that he would be resigning from his position and that the BJP is ready to sit in the opposition.
