The practice of maintaining time has changed dramatically from the days when local time was determined by the position of the sun. Local time is unique but frequently unfeasible in a world where global communication is essential. It changes depending on longitude.

Local Time

Local time according to time zone is the time set according to the sun's position at a certain place. It is established in terms of the physical sun movement thus local time is a function of the longitude of the place. For example, solar noon is the time when the sun is highest over the head and it coincides with a time of local time. 

This results in different local times for places even if they are almost nearby, but have different longitude. One degree of longitude equals 4 minutes of solar time which in turn means that local time is always changing when one is moving from east to west or in the opposite direction. 

Standard Time

Standard time, on the other hand, is a uniform time system established for regions within a specific time zone. It was introduced to simplify timekeeping across different geographic locations, especially with the advent of railways and global communications in the 19th century. 

Standard time divides the world into 24 time zones, each spanning approximately 15 degrees of longitude, with the Prime Meridian (0 degrees longitude) serving as the reference point. All locations within a given time zone observe the same standard time, regardless of their specific local times.
