Gujarat has topped Logistics Ease Across Different States (LEADS) index, a logistics index chart, which is an indicator of the efficiency of logistical services necessary for encouraging exports and economic growth.
As per the report by the Commerce Ministry, LEADS (Logistics Ease Across Different States) would help us to find out the right problem areas in the export sector and prepare policy accordingly.
In the Logistics Ease Across Different States (LEADS) index, Gujarat state occupied the first position among 22 states; while Jammu and Kashmir came last, even below Bihar.
The second place is occupied by Punjab, followed by Andhra Pradesh, Karnataka and Maharashtra.
Among the Union Territories, Daman & Diu occupied the first position followed by Delhi and Chandigarh.
Amongthe hilly states, Tripura hits the first position followed by Mizoram and Meghalaya.
LEADS is basically a measure like World Bank’s biannual Logistics Performance Index (LPI), on which India was ranked 35 among 160 countries in 2016, up from 54 in 2014.
LEADS is based on eight parameters such as infrastructure, track and trace, services, timeliness, competitiveness of pricing, operating environment, the safety of cargo and regulatory process.
The LEADS index, according to the report, provides useful insights into "how stakeholders perceive international trade logistics performance across the states and UTs".
The study is based on a perception-based survey of 2,885 respondents across the country over a six-week period.
