The Odisha Legislative Assembly on 4 April 2013 unanimously adopted a resolution requesting the Centre to award special category status to the state. It has also urged the Centre to provide additional grants and fiscal incentives for Odisha's development. Odisha Assembly for the second time adopted unanimous resolution seeking special category status. The first such resolution was passed on 18 November 1997.
The special-category states get significant excise duty concessions and it helps these states attract large number of industrial units to set up manufacturing facilities within their territory. States like Arunachal Pradesh, Himachal Pradesh, Assam, Jammu and Kashmir, Meghalaya, Manipur, Mizoram, Nagaland etc. have been given special category status so far.
