The Indian Council of Agricultural Research (ICAR) is an autonomous organisation under the Ministry of Agriculture and Farmers Welfare. Formerly known as Imperial Council of Agricultural Research, it was established on 16 July 1929 as a registered society under the Societies Registration Act, 1860 in pursuance of the report of the Royal Commission on Agriculture.

The Council is the apex body for co-coordinating, guiding and managing research and education in agriculture including horticulture, fisheries and animal sciences in the entire country.

The ICAR has played a pioneering role in ushering Green Revolution and subsequent developments in agriculture in India through its research and technology development that has enabled the country to increase the production thus making a visible impact on the national food and nutritional security.

Under the proposal, a Centre of Excellence in Rice Value Addition (CERVA) will be set up in Varanasi. The Union Cabinet has been apprised of the Memorandum of Understanding (MoU) between India and Palestine on Cooperation in the field of Information Technology and Electronics (IT&E)

The MoU intends to promote closer co-operation in the areas of e-Governance, m-Governance, e-Public Services Delivery, cyber security, software technology parks, start-ups ecosystem etc.

The MoU shall come into effect from date of signature of the parties and shall remain in force for a period of 5 years. Explanation:

The Union Cabinet has given its approval for the Joint Interpretative Notes (JIN) on the Agreement between India and Bangladesh for the Promotion and Protection of Investments.

The JIN would impart clarity to the interpretation of the existing Agreement between India and Bangladesh for the Promotion and Protection of Investments (BIPA). The JIN includes interpretative notes to be jointly adopted for many clauses, including, the definition of investor, definition of investment, exclusion of taxation measures, Fair and Equitable Treatment (FET), National Treatment (NT) and Most Favoured Nation (MFN) treatment, expropriation, essential security interests and Settlement of Disputes between an Investor-and a Contracting Party.

Such pro-active approach by States can foster a more predictable and coherent reading of treaty terms by arbitration tribunals.

5. Recently, the Government has imposed anti-dumping duty on Cold Rolled Flat Products of Stainless Steel. Consider the following statements regarding anti-dumping duty in India:
1. The performance of the domestic industry was increasing in the current injury period due to the impact of the dumped imports.
2. Anti-dumping duty is imposed on the basis of margin of dumping which can vary across countries, producers or exporters.

Explanation:

The Government had imposed anti-dumping duty ranging from 4.58% to 57.39% of landed value on Cold Rolled Flat Products of Stainless Steel from China, Korea, European Union, South Africa, Taiwan, Thailand and USA on 17.04.2014. Anti-dumping duty is imposed on the basis of margin of dumping which can vary across countries, producers or exporters.

There is continued dumping of these goods from above mentioned countries/territories though the volume of imports has declined and the performance of the domestic industry has deteriorated in the current injury period due to the impact of the dumped imports from these countries.
