All the central universities along with the schools are asked to observe Good Governance Day on the Christmas day by HRD Ministry. The letter carrying this order issued on 12 December bought huge criticism for HRD Ministry.

The HRD Ministry has asked all the central universities along with the schools to observe Good Governance Day on the Christmas day and asked them to hold seminars and oratory competitions. But the letter concluding that these activities in central universities and also in schools must conclude before the Christmas holidays by HRD Ministry carried with its fierce criticism.

The letter issued by HRD ministry to the universities on 12 December didn’t had any mentions about the celebrations of birth anniversary of Madan Mohan Malaviya like the letters sent to schools. The universities are asked to hold a seminar on “Use of technology and innovations in promoting good governance” and hold a competition on oratory (Bhaashan Shailee) on 25 December. There were cash prizes of Rs. 15,000, Rs. 10,000 and Rs. 5,000 that were announced for the top three prize winners.

The letter also said that “a compliance report on observance of good governance day and on holding of oratory competition in your university” has to be sent to the ministry by 29 December, making it an absolute non-voluntary event.

The ministry later asked the universities to do a seminar and hold oratory completion “in such a manner that Christmas holidays are not disturbed.” With HRD minister coming under attack due to the holding of various events at schools on the eve of Christmas, the ministry took a turn and asked the universities to complete the celebrations of birthday of AB Vajpayee and birth anniversary of MM Malaviya before the Christmas break.
