COP23: The Talanoa dialogue process and progress on pre-2020 climate actions

The UN climate conference (COP23) commenced in Bonn, Germany fetched a good result for developing countries, including India, as the developed nations, at last, agreed to budge on the issue of their pre-2020 actions as well world gets a new platform to discuss the issue, called Talanoa Dialogues.

The contentious issue, which requires revisiting of greenhouse gas mitigation targets or the emission cut target by developed countries and provision of finance, technology know-how, and capacity building support to developing countries, has now found a place in the draft decision text of the COP23.

At the International Climate Change Conference organized in Bonn, Germany, Fiji has provided a new platform to the world to discuss the issue, which is named after the Talanoa Dialogues.

The Talanoa dialogue process, which has got a significant traction in public discourse here during the COP23, is a Fijian concept of negotiations and discussions to arrive at an acceptable solution.

Talanoa is a traditional word used in Fiji and the Pacific to reflect a process of inclusive, participatory and transparent dialogue.

The purpose of Talanoa is to share stories, build trust and to make wise decisions, which are for the collective good.

The process of Talanoa involves the sharing of ideas, skills and experience through storytelling.

At the Climate Change Conference it was said that according to the report of the United Nations Environment Program, the current goal of carbon deduction cannot be achieved at this rate. For this, the most polluting countries have to make more carbon cuts than the fixed targets.

 It was also said in the conference that the temperature of the earth could be increased by up to three degrees.

Talanoa is a variety of tribal meeting in Fiji and the Pacific Ocean islands. In this, the issues are discussed smoothly on serious issues.

Talanoa will be organized in two parts. First, at the level of preparation and second, to form a political consensus.

It will organize the current climate conference COP23 and the next conference of the COP24 will be organized jointly by the country.

It was also said that the issue will be based on three things. Where is the world right now in agreement to stop climate change? Where it has to go and how to reach the goal?

The UNEP's report, released in October 2017 in the center of the conversation, is also a report in which very worrisome facts have been revealed. It has been said that by the end of the century only one third will be able to keep the temperature from one to ten degrees.

This effort will be made in Talanoa dialogue that all countries should start something new before the Paris Agreement is implemented in 2020 so that the temperature rise can stop.
