Gujarat Scraps No Detention Policy

Gujarat Government has decided to scrap the ‘no detention’ policy followed by it as provisioned under the Right to Education (RTE) Act, as per the latest update. The decision to do away with ‘No Detention’ Policy for Primary students belonging to Class 5 to Class 8 was taken with a view to boost quality education in the state.

What is ‘No Detention’ Policy?

As per the provisions of Right to Education Act (RTE), students from Class 5 to Class 8 were not held back to their older classes, even if they failed in the annual exams organized by the government. This adversely affected the quality of education, as promoted students didn’t have the necessary knowledge and know-how to handle the syllabus for higher classes. Due to this, the Gujarat Government has decided to do away with ‘No Detention’ Policy starting from the current academic session (2019-20).

Education Minister Announces Decision

The decision to drop ‘No Detention’ Policy was announced by Gujarat Education Minister Bhupendrasinh Chudasama on Tuesday. He added that the Rupani Government has been appealing to the Central Government to do away with the ‘No Detention’ clause of RTE Act, after it was amended in January 2019. Following this, the state government has decided to drop No Detention Policy for primary education in the state.

What does the Amended RTE Act 2009 say?

As per the new amendment incorporated into the RTE Act 2009 in January 2019, the ‘No Detention’ Policy for Class 5 to Class 8 students will be applicable for only a single year. In case a student fails twice to in the annual exam, they will be detained in the same class and will have to appear for annual exams and repeat the course. Furthermore, students who plan to move schools, will have to be re-enrolled in the same class in which they were detained. Additionally the amended RTE Act also states that no child admitted in a primary school shall be expelled from school untill he/she completes elementary education.
