National Education Policy Roadmap: As per the latest update, the HRD Ministry has outlined a 6 point roadmap for the immediate and effective implementation of the new National Education Policy. Going by the reports coming from the Ministry of Human Resource Management, a detailed 6 point implementation plan has been prepared by the ministry that will oversee that all the aspects that are part of the National Education Policy are effectively implemented across India. Following its successful implementation, the Ministry has also planned a thorough and comprehensive review of the implementation of the new National Education Policy across the country.

Roadmap after Concerns Raised by States

The decision to announced a detailed 6 point roadmap for the implementation of the new National Education Policy comes in the wake of concerns raised by several state governments about lack of clarity regarding its implementation process. Currently, the NEP draft is being presented and discussed by the MHRD with several state education ministries. During these discussions, the concern was put forth about the implementation details. In response to this, the HRD Ministry has outlined six guiding principles in the final draft which will be placed before the cabinet soon.

The key points highlighted by the HRD Ministry in its implementation roadmap for the new National Education Policy are as follows:

Spirit & Intent

The first point in the roadmap is to understand the spirit and intent of the new National Education Policy and implemented it in accordance with it. There are several policy decisions and guidelines that are prescribed by the NEP, but the most critical among them are its spirit and intent.

Phased Implementation

The roadmap also calls for phased implementation of different policy initiatives. The new NEP has been designed as a interdependent framework, which requires step-by-step implementation approach to the policy directives.

Prioritization

The new NEP must be implemented in accordance with the prioritization of the points that are outlines in the policy. Implementation of policy in line with its priorities will ensure that a strong base is provided to the education framework.

Comprehensive Implementation

HRD Ministry in its roadmap has also said that the policy is to be implemented in holistic and full-fledged manners and not as ‘piece meals’. This will ensure that the objectives outlined in the new NEP are achieved.

Joint Monitoring by Centre & States

Education being a concurrent subject, the implementation roadmap for the new National Education Policy also calls for a ‘careful planning, joint monitoring, and collaborative implementation’. The policy also calls upon the Centre and State Governments to take the necessary steps to meet human, infrastructural, and financial requirements for the satisfactory execution of the policy.

Review by 2030

Following the effective implementation of the new NEP, the HRD Ministry has also proposed a comprehensive joint review of the implementation. During the review, centre and states will be evaluated for their efforts in achieving the targets set as part of the implementation roadmap for the new NEP.

About the new National Education Policy

The new National Education Policy draft has been prepared and proposed by an expert panel led by former ISRO chief K Kasturirangan. The draft policy was put into the public domain, inviting feedback, suggestions and objections against it. While drafting the new National Education Policy, experts also took into account the report of a panel headed by former cabinet secretary T S R Subramanian formed by the HRD Ministry when it was being headed by Union Minister Smriti Irani.
