UGC to Retain APIs based Performance Based Appraisal System

    University Grants Commission (UGC) is all set to retain Performance Based Appraisal System (PBAS) which is based on the Academic Performance Indicators (APIs) despite nationwide anguish by teachers and universities. The evaluation system is also be used to evaluate the quality and level of the researches being done by teachers.

    The UGC also clarified the doubts raised by the teachers that the API scores would not be the factor for final selection but for scrutiny only. The final result would be scored by the University Boards for selection only.

    Approving the amendments to UGC Regulations of 2010 on 10 May 2013, UGC changed the weightage pattern to API indicators. The UGC Regulation 2010 sets the minimum qualifications for appointment of teachers, other supporting staff in colleges and universities and measures to maintain the standard of higher education in India.

    This regulation clears that teachers would be assessed and graded annually through PBAS based on their performance and become eligible for promotions. Since the API scores are counted on publication quality, research, teaching performance and work hence, teachers and universities have been opposing.

    In general, teachers opt for the soft areas of APIs like attending conferences, workshops, symposiums, etc. and avoid tougher ones e.g. research projects and papers. So, the UGC amended the regulation in such a manner that maximum 15% of API would be based on conferences, seminars and training course.
