The Haryana state government decided to ban food articles containing nicotine and tobacco including Gutkha and Pan Masala from 15 August 2012. The Food Safety and Standards Act 2006 enacted by the Union government of India, prohibits the sale and manufacture of such products.

Haryana is the first state in India to go hookah bar free. It shut down more than 60 bars offering hookah or water pipes with nicotine.
