Story 1- Home Ministry terminates Black List of Indian-origin people

The Home Ministry has decided to discard its ‘Black List’ of Indian-origin people. The list mostly comprised the names of people belonging to the Sikh Community, who have taken asylum abroad under the plea of alleged persecution in India.

As per officials from the Home Ministry, all those presently in the blacklist will be given regular visa as well as Overseas Citizen of India cards.

The Black List was maintained by Indian missions and posts abroad. 

Who all are included in the list?

The Indian-origin people who took asylum abroad under the plea of alleged persecution in India are included in the list.

What does it mean to be on the Black List?

Those who are in the Black list are denied visa services by Indian missions and posts.

Impact of canceling the List

With the decision to do away with the list, such asylum seekers along with their family will be granted visa and consular services at par with foreigners of the country in which they are living.

The asylum seekers, who are mostly Sikhs, can also obtain Overseas Citizen of India cards if they have held normal Indian visas for at least two years.

Foreigners to be granted permits to visit restricted areas

The Home Ministry has asked the state governments and Foreigners Regional Registration Officers (FRROs) to grant permits to foreigners to visit protected and restricted areas in the country.

With the order, the state governments and FRROs can now grant such permits even for non-tourism purposes and even in areas not open for tourism purposes.

Which areas are declared as protected and restricted?

Few areas in the northeastern states, Jammu and Kashmir, Himachal Pradesh and a few islands in the Andamans have been declared as protected and restricted areas.

Foreign tourists are required to take special permission to visit such places.

Story 2- NIOS, NHMPH sign pact to provide quality training to multipurpose health workers

The National Institute of Open Schooling under the Ministry of Human Resources Development on May 7, 2019 signed a Memorandum of Understanding with the Maharashtra state government’s National Health Mission of Public Health Department.

Objective

The agreement aims to provide vocational programmes to the health service providers of the providers of the National Health Mission (NHM) through National Institute of Open Schooling.

The key objective is to impart uniform structured and quality training to multipurpose health workers class lll, male health workers and community health workers followed by their assessment, evaluation and certification.

The MoU will also enable certification of Secondary, Senior Secondary Vocational Education and Community Health Workers for ASHAs.

About National Institute of Open Schooling

The National Institute of Open Schooling (NIOS) was established in November 1989 as an autonomous organisation by the Union Ministry of Human Resource Development.

The institute provides a number of vocational, life enrichment and community oriented courses besides general and academic courses at the secondary and senior secondary level.  It also offers Elementary level Courses through its Open Basic Education Programmes (OBE).

The key aim of the institute is to enable sustainable inclusive learning with universal and flexible access to quality school education and skill development.

Towards the same, the institute aims to provide relevant and holistic education up to pre-degree level through Open and Distance Learning System. It aims to cater to the educational needs of the prioritised target groups for equity and social justice
