Iran and Iraq signed agreements on 24 April 2011 in Tehran on the extradition of each other’s detainees, including provisions for the repatriation of convicts to their country of origin. The agreements were signed between Iraqi Justice Minister Hassan al-Shammari and his Iranian counterpart Morteza Bakhtiari.
The agreements includes provisions for the repatriation of each other’s criminals and convicts to their country of origin, which could include members of the an Iranian opposition group- the People's Mujahedeen (MKO), which has been based in Iraq since long. The members of MKO are living as refugees at Camp Ashraf in Diyala since the time of Saddam Hussain regime, which saw them as a convenient ally against Iran. But after the overthrow of Saddam Hussain , they have become an irritant to Iraq's new government, which is trying to bolster ties with Iran. Iran considers the group a terrorist threat and has long urged for their ouster from Iraq. On 8th April, Iraqi army raided the group's camp killing 34 of its members.
