Tripartite Memorandum of Settlement (MoS) was signed on 9 October 2012 for providing autonomy for the North Cachar Hills Autonomous Council in Assam and a special package for speedier socio-economic development of the area. It was signed between Centre, Assam government and both factions of Dima Halam Daogah(DHD). DHD used to be a group with violent activities in the state but gave up violence and resorted to peace for getting into the mainstream of development.

Under the MoS, a committee will be constituted to deal with the matters relating to the 6th schedule councils. Under the agreement, the DHD will dissolve as an organization within a reasonable timeframe as a precursor to the government initiating further process to implement the agreed decisions.
