National workshop for creating disaster risk reduction database concludes

The National Workshop on Data Requirements for Disaster Risk Reduction Database has successfully concluded in New Delhi. The main aim of the two-day workshop was to develop a uniform and credible national-level disaster database.

The National Workshop on Data Requirements for Disaster Risk Reduction Database successfully concluded in New Delhi on May 3, 2018.

The workshop was organised by the National Disaster Management Authority (NDMA) in collaboration with the United Nations International Children's Emergency Fund (UNICEF), United Nations Development Programme (UNDP) and United Nations International Strategy for Disaster Reduction (UNISDR).


The main aim of the two-day workshop was to develop a uniform and credible national-level disaster database.

It also aimed to develop a consensus among those concerned on disasters and develop standardised systems for data collection, updation and validation to ensure accuracy and quality.


• Developing the integrated database with locally obtained and validated data is crucial for tracking the risks and progress towards resilience without which India will not be able to meet its developmental goals.

• The database would help track the progress made towards achieving the targets of the Sendai Framework for Disaster Risk Reduction (SFDRR).

• It would also be able to provide real-time disaggregated data that would then lend itself to generating evidence and analyses, which would help plan interventions that build disaster risk resilience.

• The database is the first step towards developing a National Disaster Management Information System that can provide real-time information to various stakeholders for relief and rehabilitation response, policy interventions, planning and research for risk-informed development planning.

Key Highlights

• The workshop kick-started with a technical session on Disaster Information and Data Management System on Damage and Loss and Good Practices. The session was chaired by Lt Gen. NC Marwah (Retd.), who is a member of National Disaster Management Authority.

• During the session, the objectives of setting up such a database as well as the challenges in maintaining and utilising it were discussed.

• The session also discussed global experiences and best practices in institutionalising disaster databases.

• The second session was on ‘Discussion to record an event as a Disaster in DRR Database at National and State levels’. The session was also chaired by a member of NDMA, Kamal Kishore.

• The session witnessed discussions over issues such as data collection templates, data sources and IT platform for entering, organizing and managing data.

• Group presentations and discussions were also held on hazards to be included in the database, data collection templates and IT platform for data entry, validation, management and analysis.

• During the technical session on issues and challenges in setting up a damage and loss baseline, using data from 2005-2015, existing gaps in disaster loss data and ways to address them were discussed.


The workshop paved the way for the formation of a Steering Group, which will oversee the setting up of the database, guide trainings and capacity building for operating, maintaining, updating and using the database.

The steering group will also identify pilot states and draw a roadmap for the implementation of the project.


• India is one of the most disaster-prone countries in the world.

• The disasters not only result in huge loss of lives and livelihoods but also cause significant damage to infrastructure and disruption of critical services.

• The socioeconomic losses undo years of growth and development, especially affecting the most vulnerable and marginalised populations.

• Hence, there is an urgent need to understand the implications of disasters.
