Who is an Agricultural labourer?
Contrasting industrial labour, it is difficult to define agricultural labour. The reason is that unless capitalism builds up completely in agriculture, a separate class of workers relying entirely on wages does not come up. Since the capitalist associations are in an under - developed state in our nation, such unambiguous class of agricultural workers has not yet advanced. Intricacies in defining agricultural labour are compounded by the verity that many marginal as well as small farmers also work to a certain extent on the farms of others to add - on their income. To what level should they be considered as agricultural labourer is not simple to answer.
Categories of Agricultural Labourers
Agricultural workers are categorized by the First Agricultural Labour Enquiry Committee as under:
i) Attached labourers
ii) Casual labourers
Definition of Attached Labourer
Attached labourers are those laborers who are attached to some cultivator household on account of an oral or written agreement. Their employment is regular or permanent.
Definition of Casual labourer
On the other hand, Casual labourers are those workers who are free to work on the farm of any farmer. The casual worker is generally paid on a daily basis.
