Delhi High Court Directs Action Against 'Dummy' Schools: The Delhi High Court has instructed the state government and the Central Board of Secondary Education (CBSE) to take action against 'dummy' schools and fake admissions that permit students to sit for examinations without attending regular classes. The court described this practice as fraudulent and unacceptable.

Court's Observations

A bench comprising Chief Justice D K Upadhyaya and Justice Tushar Rao Gedela noted that some students bypass regular schooling by enrolling in coaching centres, yet are still allowed to appear for board examinations. The court emphasised that such practices, which involve providing false information about attendance, cannot be permitted.

Directive to Authorities

The court has mandated the Delhi government and CBSE to conduct inspections to identify and address the issue of 'dummy' schools. Authorities have been instructed to file affidavits detailing the actions taken against such institutions.

Government and CBSE's Response

The Delhi government’s counsel argued that the concept of 'dummy' schools is being exaggerated and mischaracterised. They asserted that schools are required to adhere to affiliation rules, and appropriate action is taken against any violations. The CBSE's counsel reported that action has been taken against over 300 'dummy' schools nationwide.

'Dummy' schools are institutions that enrol students who do not attend regular classes, allowing them to focus only on coaching for competitive exams. This practice often involves students from other states enrolling in Delhi schools to exploit the Delhi state quota for admissions, thereby keeping genuine local students at a disadvantage.
