Haryana Govt decided to enact fee & admission regulating Act in private institutions

The Haryana State Government on 8 June 2012, decided to enact 'The Haryana Private Technical Education Institutions (Regulation of Admission and Fixation of Fee) Act, 2012

The Haryana State Government on 8 June 2012, decided to enact 'The Haryana Private Technical Education Institutions (Regulation of Admission and Fixation of Fee) Act, 2012' during a meeting headed by CM Bhupinder Singh Hooda. The objective of the enactment is to regulate admission and fix the fee structure in private technical education institutes in Haryana state.

As per the decision taken, a committee would be constituted for the regulation of admission and fee in all universities offering technical courses, engineering colleges, polytechnics and other technical institutes both in government and private sector.

In addition of the regulation (of admission & fee) power, the committee would also have the powers to impose a fine of minimum Rs 5 lakh and up to Rs 10 lakh in case of any violation of recommendations of the committee.

Once the act is imposed, no private technical education institute would be able to charge capitation fee or fee in excess of the fee margins recommended by the State Admissions and Fee Regulation Committee. Apart from this, the fee structure for a student admitted in a particular year would remain the same for the entire duration of the course.

In case any individual or institute is not satisfied with the fee and admission criteria fixed by the committee, they could file an appeal to the Haryana State Government for amendments.

In the meeting held regarding the Haryana Private Professional Technical Education Institutions (Regulation of Admission and Fixation of Fee) Bill, 2012, it was also decided that for the appointment as Chairperson of the State Admission and Fee Committee, the incumbent should have an experience in Public Administration at senior position or former vice-chancellor of a University or a retired judge of High/ Supreme Court. The upper age limit for the chairperson and members would be 70 years and their tenure would be of three years.

The Haryana State Government has previously also enacted the 'Haryana Private Health Sciences Educational Institutions Act, 2012' to regulate admissions and fee in Medical and Nursing Colleges only.

Presently, there are 29 universities across Haryana of which 19 are offering technical courses such as BE, BTech, MBA, BPharma, MPharma, MCA, Architecture, HM & Applied Arts both in government and private sector providing diploma level education.
