For the development of the students of Jammu and Kashmir, the department of Higher Education, Ministry of Human Resource Development (HRD) is implementing special scholarship schemes since 2011. Under the scheme the students are provided with tuition fees, hostel fees, book and other study material costs and other academic costs. Those students who belong to Jammu and Kashmir and have passed the Class XII or equivalent examination from State Board of Jammu and Kashmir or from Central Board of Secondary Education (CBSE), affiliated schools which are located in Jammu and Kashmir, can avail the benefits of the scholarship scheme. The students who have taken admission in government colleges/institutes in other selected institutes outside J&K would be provided the assistance under the scholarship scheme.
Every year, the scheme offers five thousand fresh scholarships, of which 4500 scholarships are given away for pursuing general degree courses and 250 each are saved for engineering and medical students of the state. There is a provision under the scheme that the number of scholarships could be raised for engineering and medical stream students as there lays a huge shortfall in the number of students taking up general degree courses each year. Hence the scheme provides the remaining money allotted for the general degree scholarships to the engineering and medical students.
If the number of applications exceeds the number of available scholarships, then the students are judged on the basis of their marks obtained in the Class XII or equivalent examination. In 2013-14, a total of 6726 applicants applied for the scholarships of which 3747 students got through.
