NCERT's comprehensive survey of learning achievement was conducted in 31 states and followed the internationally recognized principle of Item Response Theory (IRT) wherein a student is graded on each item asked rather than on a total test. The survey was conducted in March- May 2010 of over 1 lakh students under the supervision of Avtar Singh, Head of Department of Educational Measurement and Evaluation.
As per NCERT's exhaustive survey, UP students of Class 5 outclassed their counterparts from the rest of India.
The mean achievement of children in subjects like Mathematics and Language was found to be the highest in the country. The kids scored a mean achievement of 71.12% in language, 72.89% in Mathematics and 67.15% in Environmental Studies (just behind the topper, Tamil Nadu with 72.30%). UP was ahead of other states on grounds of the performance of girls, rural children and percentage of students getting more than 80%.
