With the goal of distributing resources fairly and intentionally across all communities, the Telangana government has started a state-wide household caste census. Telangana would be the third state to conduct a caste-based headcount as a result, after Andhra Pradesh and Bihar.
The Congress had promised to conduct a caste survey before the elections. This announcement is a step towards fulfilling that promise.
Goal of This Caste Census
The goal of the caste census is to provide justice for marginalized groups such as OBCs, SCs, and STs, as well as to encourage the targeted and fair allocation of resources among all populations.
With the help of this survey, people coming from marginalized and backward classes will have better access to political, economic, educational, and employment prospects.
Caste Census Must Be Completed Within 60 Days
The order issued by the chief secretary stipulated that the survey must be finished in 60 days and named the planning department as the nodal body responsible for carrying out the survey. As per the order issued, the caste census will be conducted on the door-to-door model, in order to ensure the participation of people from every aspect of the society.
The Telangana SC Development Department has announced the creation of a six-member panel to investigate the subclassification of Scheduled Castes (SCs). The panel will focus on ensuring a fair distribution of quota benefits.
Bihar: First State to Conduct Caste Census
The Bihar caste survey, conducted last year, was the first in independent India to successfully count every caste. It revealed that 63.13% of the state's population is OBC, 19.65% are SC, and 1.68% are ST. 15.52% of people were found to belong to "upper" castes.
Following this, reservations in government jobs and education were increased to 75% by the Bihar government. Many cases and challenges were filed against this decision in the Supreme Court.
