Sikkim Manipal University and Punjab Technical University , according to the Central Bureau of Investigation were favoured by the former IGNOU Vice Chancellor, Rajasekharan Pillai. This granting of permission to run distance learning courses were in violation of rules and have so far earned a total revenue of Rs.1,500 crores from these courses.
Post the mishap, the agency registered a case against the former IGNOU Vice-Chancellor accusing him of having misused his position to grant approval authority both the universities and to run two distance education courses.
Following the find out, searches at his residence in Thiruvanthapuram led to documents revealing huge investments made allegedly by Prof. Pillai, who was holding the position of Distance Education Council chairmen.
So far, the agency has found out that Sikkim Manipal University has recorded an earning of over Rs. 300 crore and Punjab Technical University earned nearly Rs.1,200 crore via the courses under scrutiny.
