Moving ahead with Prime Minister Narendra Modi’s proposal in Independence Day address, the government of India has decided to scrap interview process for all non-gazetted junior level posts. The decision was announced by PM while addressing the nation in his 'Mann ki Baat' programme in October. The move is likely to affect several candidates who appear for Group D, C and Group B's non-gazetted posts in central government. The proposed changes would come into effect from January 1, 2016 and will not affect the ongoing recruitment process. In addition to this, the NDA’s minister for personnel Jitendra Singh had also requested all the states to identify such posts which could be exempted from interviews.

Why to scrap Interview Process?

The main reason behind this decision has been to curb the menace of corruption that existing in the recruitment process along with speeding up the overall hiring process for junior level jobs in the government machinery.  Talking about numbers, currently 95% of the total 36 lakh central government employees are fall under Group D, C and Group B's non-gazetted categories, therefore this move is likely to alter the government recruitment process for all major SSC jobs. Currently SSC conducts written tests followed by personal interviews to select non-gazetted junior officers for central govt jobs.

Merit Based Transparent Selection Process

Eradication of interview process for final selection of candidates for junior level posts will ensure that the recruitment process is transparent and based upon merit obtained by the candidate in the SSC examination. This will remove any subjective factors in the selection process and speed up the hiring process while selecting meritorious students for the central government jobs. 

End to Recommendation/Sifarish Culture

PM Modi also asserted that under the existing interview culture candidates often had to look for recommendations in order to be placed at the right post, despite clearing the SSC examination with necessary marks. Babus conducting interview for the final selection of students often preferred candidates with recommendations from senior officials and political connections. But scraping interview round for junior level central government jobs will also solve this problem.

End to Dalal Raj in Recruitment process

Prime Minister Modi in his address also pointed out that, the move will end the Dalal Raj or the influence of middlemen in the recruitment process, who would take money from candidate on assurance of getting them selected for the job during the interview round. Middlemen would not have any influence in the recruitment cycle as it would be completely based upon merit of the written examination.

Return on Investment for selected candidates 

Candidates, who were selected through the interview mode by paying a bribe, were more interested in extracting return of the investment made by them to get the job. In other words, such government employees would also indulge in corrupt practices to recover the amount of money they had paid in bribes to get the job. However, interview free, transparent and speedy recruitment procedure will select honest candidates that will be willing to serve the country, rather than their personal motives.

Scraping of Interview process for lower level government jobs is surely a move in the right direction to curb the corruption in the government machinery. Similar moves, that pick honest and meritorious candidates for government jobs will improve the overall quality and functioning of the bureaucracy.
