Union Minister Dr. Jitendra Singh announced in the Rajya Sabha that the Union Government has launched a new Electronic Human Resource Management System (e-HRMS).
This system is intended to use digital technology to simplify and improve the management of government employees' service matters.
Aim of E-HR Management System
Dr. Jitendra Singh, Union Minister of State, explained that the e-HRMS is designed to help make data-driven training and personnel management decisions.
This system will allow for the digital handling of service records, cutting down on transaction time and costs while improving access to digital documents. This new system aims to boost productivity and manage the government staff efficiently with minimal manual work.
Key Benefits of E-HR Management System
- Centralized Access: The system digitizes all government employee records for easy, around the clock access, ensuring accurate and up-to-date data.
- Comprehensive Employee Records: Digitizes every aspect of an employee’s career, including his/her training, promotions, transfers, and resignations.
- Streamlined Processes: E-HRMS automates tasks like reimbursements, claims, advances, and leave requests.
- Increased Transparency: It further enhances accountability with digital signatures and notification alerts.
- Reduced Paperwork: The new system cuts down on physical records and manual data entry, thus reducing manual labour. It will also reduce paper use in the government offices, making them eco-friendly.
- Efficient Processing: It also provides real-time tracking of proposals, thus reducing transit times. The system will also maintain data accuracy.
- Enhanced Analytics: The system offers insights for policy-making by integrating and automating data on transfers, promotions, training, and other areas.

Pension Adalat and Other Initiatives
In addition to the e-HRMS, Dr. Jitendra Singh introduced the Pension Adalat, a new platform for resolving pensioners' issues through the CPENGRAM portal., This platform boasts of successfully resolved over 70% of pension-related complaints, from 2017 to 2024. The platform has addressed a total number of 24,926 cases and settling 17,760.
Dr. Singh stressed the government's commitment to filling job vacancies across various sectors, through initiatives like Rojgar Meta in 2022 This initiative aims to create job opportunities and promote citizens' welfare, by rapidly recruiting across ministries, departments, public sector units, autonomous bodies, and institutions.
