On Monday, i.e., 25 November 2024, Prime Minister Narendra Modi's led union cabinet approved the 'One Nation One Subscription' scheme. 

This is a new central government initiative designed to ensure nationwide access to scholarly research articles and journal publications.

This newly launched scheme is set to take effect on January 1, 2025, marking a transformative step in India's academic landscape. 

The government plans to conduct awareness campaigns to maximise usage among eligible institutions.

What is the One Nation, One Subscription Scheme?

One Subscription = A single authority managing everything so you don't have to subscribe on multiple platforms. Just one subscription gives you access to all the content and services you need, simplifying your experience and saving you time and effort. 

The One Nation, One Subscription (ONOS) scheme is a significant initiative approved by the Indian government, aimed at enhancing access to scholarly research articles and journal publications across the country. 

This scheme is designed to democratise access to academic resources for students, faculty, and researchers in higher education institutions, particularly benefiting those in underserved areas.

A unified portal will be established for easy access to these resources, streamlining the current fragmented subscription model used by various institutions

This scheme will provide seamless access to over 13,000 journals published by 30 international publishers through a single platform. 

Additionally, it will be managed by the Information and Library Network (INFLIBNET). Further, it will benefit approximately 1.8 crore students, faculty, and researchers across more than 6,300 government-run higher education institutions and research facilities. 

The government has allocated a total budget of ₹6,000 crore for the years 2025, 2026, and 2027.

4. Central Coordination: The subscription will be coordinated by the Information and Library Network (INFLIBNET), an autonomous body under the University Grants Commission (UGC), which will handle payments to publishers on behalf of the institutions.
5. Budget Allocation: A total budget of ₹6,000 crore has been allocated for the years 2025, 2026, and 2027, underscoring the government's commitment to enhancing educational resources.
6. Awareness Campaigns: The government plans to conduct information campaigns to promote awareness and usage of the ONOS scheme among students, faculty, and researchers.
7. Unified Access Model: This scheme aims to replace fragmented subscription models with a national subscription model, allowing institutions that previously could not afford comprehensive access to quality journals to benefit from equitable resources.
