The Ministry of Railways has been asked by the Delhi High Court to consider organizing travel facilities for the disabled students of Delhi University from distant places to the city to appear for the university examinations. The Delhi High Court recently said that the ministry must also consider the feasibility of issuing confirmed tickets to the students at subsidized rates at least five days before the second round of exams commence on September 14, 2020.
Plea filed by law student and National Federation of Blind
The High Court was hearing the plea filed by law student Prateek Sharma and the National Federation of Blind asking to set up effective mechanisms for Visually impaired and PwD students so that the instructions can be transmitted to them and the teaching material is provided online during the pandemic.
Railway Ministry requested to arrange travel services
The High Court bench consisting of Justice Hima Kohli and Subramonium Prasad in the order issued has directed the Ministries of Human Resource Development and Social Justice and Empowerment to collectively approach the Ministry of Railways and also request for arranging travel facilities for the students with disabilities from places like Bihar, Chhattisgarh and Eastern UP to Delhi in order to appear for the exams in the physical or online mode.
Students must mention their choice of exams
The court also added that the PwD and Visually Impaired students who wish to come to Delhi from remote areas must mention on the DU forms if they wish to appear for the physical exams or submit the papers through email and avail scribes.
The High Court was also informed by the Delhi University counsel that the results of those students who have appeared for the Online Book Examinations will be declared by the end of October.

The online Open Book Examinations of Delhi University were conducted for the final year undergraduate students from August 10 and are scheduled to be conducted on August 31, 2020. Students left out of online exams will also be given an opportunity to appear for the physical exams to be conducted from September 14, 2020.
