Bilal Bhat belongs to the Haripora Younis village of the remote border district of Handwara in North Kashmir. Bilal Mohiuddin Bhat had completed his schooling and college from Srinagar. He studied at the Minto Circle School, Raj Bagh, Srinagar. Later, he studied Veterinary Sciences in College of Veterinary Science and Animal Husbandry, Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) of Jammu. His father, Ghulam Mohiuddin Bhat is a retired officer of Kashmir Administrative Services. He is married and has 3 brothers and one sister. He credits his success in IAS Exam to his 8 months old daughter, Mariam.
