The report submitted by the one-man committee under Justice Shivraj Patil on allocation of spectrum was made public on 10 February 2011. In the 143 page report the committee emphasised on the need of a comprehensive legislation for the telecom sector. The committee came down heavily on the controversial First-Come, First-Serve policy in entertaining spectrum applications and sought complete transparency in spectrum allocation and assignment. The committee suggested that new legislations in respect to spectrum allocation should have objectives relating to spectrum management including setting up of an independent level spectrum authority, promoting competition and maximising release of spectrum to society. The committee concluded that the procedures adopted for granting of license should be in tune with the requirements of law, statutory norms and prevailing policies of the government
