Ans: Yes, a person who is not a citizen of India can apply for Common Written Examination [CWE] 2012 for selection of personnel for Clerical Cadre posts in Public Sector Banks to be conducted online by the Institute of Banking Personnel Selection in December, 2012. Such candidate must be either:
(a) a subject of Nepal, or
(b) a subject of Bhutan, or
(c) a Tibetan refugee who came over to India, before 1st January,1962, with the intention of permanently settling in India, or
(d) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (Formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
However, such a candidate must have a certificate of eligibility issued by the Government of India in his favour.
