UGC Guidelines: The University Grants Commission has announced the draft regulations for the grant of undergraduate and postgraduate degree. The new regulations are the minimum standards of instructions which are introduced for greater flexibility, removing disciplinary rigidity and beginning inclusivity and multidisciplinary learning opportunities for students.
The regulations also include provisions for multiple entry and exit. Recognition of prior learning and flexibility to pursue two undergraduate or postgraduate programmes simultaneously.
UGC Chairperson M Jagadish Kumar stated that eligibility for UG and PG admissions have been differentiated from the rigid discipline-specific requirements of school education and students can choose to study in any programme irrespective of their past disciplinary qualification. He further added that these regulations provide autonomy to HEIs to determine attendance requirements and ensure they align with the academic needs.

As per the new regulations, students will have an option to earn 50% credits in their major discipline while the remaining credits can be allocated to skill development, apprenticeships or multidisciplinary subjects.
Changes Mentioned in UGC Guidelines
- Higher Education Institutes will provide biannual admissions and may admit students twice a year in July/ August and January/ February
- Multiple entry and exit, continuous formative assessment, recognition of prior learning, pursuing two UG/ PG programmes
- Students eligible for admissions in any discipline in UG/ PG programme can apply irrespective of past disciplines
- Institutions will decide on minimum attendance requirements of students with approval from statutory bodies.
- Students applying must have a minimum of 50% credits in a discipline to earn a UG degree with a major in the said discipline.
- UG degree duration will be three years or your years while PG will be one or two years.
- Students completing four year UG in relevant subjects will be eligible for two year PG programmes.
- The university shall adopt the directions/guidelines issued by the UGC and other statutory bodies concerned from time to time with respect to the conduct of examinations.
- The units of evaluation, namely, tests, seminars, presentations, class performance, fieldwork, and the like, and the weightage assigned to each of such units in respect of each course shall be determined by the appropriate academic body of the university.
- Continuous evaluation to be held in each course in addition to semester/year-end examinations, and the credits in respect of each course shall be prescribed by the appropriate academic body and made known to the students.
