The government has announced 10 % reservation in all central government jobs for the economically weaker section of General Category. According to this order, the notification in this regard will soon be issued and it will be applicable for all the recruitments occurring after 1 February 2019. Simultaneously, it will also be implemented in private institutions.

What is the 124th Constitutional Amendment bill

The reservation of economically weaker section (EWS) of General Category in Government Jobs was announced on 8 January 2019 in Loksabha which is known as the 124th Constitution Amendment Bill.  The issue of granting reservation to EWS is quite old but it is the first time that the reservation has been granted to a particular class on the basis of a weaker section of the society.

Reservation arrangements will also be implemented in educational institutions

If you look at the 124th Constitutional Amendment Bill introduced in Parliament, it is clear that the government has made two major changes mainly. The government has arranged a reservation in government job along with the education sector. Section 4 and 5 of Article 15 of Constitution has the provisions of reservation in educational institutions which will apply in this bill.

According to the current reservation system, there is total 49.5 % reservation for all categories out of which 15% are for Scheduled Castes (SC) and 7.5% for Scheduled Tribe (ST) and 27% for OBC.

Who will get the benefit from this bill?

According to the order issued by the Personnel Ministry, all those families who do not come under the provisions of reservations issued for SC / ST and OBC and whose annual income is less than Rs. 8 lakhs, they will come in the Economically Backward Class under general category and they will be benefited.

Those families who have 5 Acre Land and above and have a residential house of one thousand square feet and above will not be included in this scheme. Apart from this, if a person has less than 100 yards plot and residential plot in the non-notified municipal area; they will not get the benefit of this scheme even if his annual income is less.

According to the order issued by the Ministry of Personnel, this system of 10% reservation in the government jobs to economically weaker sections will be applicable for all recruitments occurring after 1 February 2019. Around one million students will be benefited after the implementation of this bill.
