The Health Ministry informed the Parliament that there is no reservation policy for the Super Speciality courses in the medical institutions across the country. Super speciality courses include courses like DM 9Doctor of Medicine) and Mch (Master of Chirurgiae) which are offered at Medical institutions in the country.
While answering the questions on reservations in medical admissions, junior health minister Ashwini Kumar Choube told the Rajya Sabha that the Central Government Reservation Policy is followed by all the Central Government institutions across the country. He said that the reservation policy is also applicable for admissions to the medical courses under the National Medical Commission Act 2019.
The admissions to the Super Speciality courses are conducted through the NEET-SS examinations also known as the National Eligibility-cum-Entrance Test - Super Specialty for the DM/ch/PDCC courses.
As per an official notification in the Health Ministry in 2017, no other examinations conducted in the state or institutional level will be valid as per the Indian Medical Council Act 1956 with effect from 2017 medical admissions.
The Supreme Court in October 2015 has reinforced its view that there must be no reservations in the Super Speciality courses in Medicine in the general interest of the country.
The apex court also agreed with the observations made in the other judgements that the central and state governments must consider the judgement seriously without any delay and appropriate guidelines must be brought in by the Medical Council so that the Super Specialities in medical education is unreserved, open and free.
The observations were made during a hearing of a batch of appeals which challenged the domicile based reservations in the super Speciality medical courses in the state of Andhra Pradesh, Telangana and Tamil Nadu.
