The Union Budget 2022 was announced yesterday, February 1, 2022. Union Education Minister Dharmendra Pradhan has praised the Budget for being inclusive, forward-looking and aspirational, further stating that the budget will pave the way for the Amarit Kaal of the next 25 years.
The Union Education minister has also hailed the allocation of Rs. 1,04,277.72 Crore to the Ministry of Education in the financial year 2022-23. The budget allocation also witnessed a jump of 11.86 percent which is 11053.41 Crore higher from the 2021-22 financial year.
Digital University
The minister pointed out that the provision of setting up a Digital University will allow foreign universities to run courses in GIFT City while the launch of DESH-Stack e-portal and Skill Qualification Framework aligned with industry requirements will improve and strengthen the education and skill ecosystem in the country.
One-Class-One-TV Channel
He further highlighted the efforts of the finance ministry in universalizing quality education which will be strong with the setting up of the Digital University and the expansion of the One-Class-One TV Channel programme of PM e-Vidya increasing the number of channels from 12 to 200. He also stated that the Digital University will be built on a networked hub-spoke model with the collaboration of the best public universities and institutions and will also provide students access to quality education at their doorsteps in various Indian languages.
The expansion of the programme will enable all the states to provide quality supplementary education in the regional languages for the students from classes 1 to 12 and encourage teachers to develop quality e-content in different spoken languages and subjects so that any teacher or student can access the content from anywhere. A mechanism to promote the development of quality e-content by the teachers will be created to empower teachers and curious students. The minister has also welcomed the focus on improving digital infrastructure in the rural areas along with the Vibrant Villages Programme under which the DTH can access Doordarshan and Educational Channels for villages in the northern border areas.

Development of Centre of Excellence
The minister also praised the decision to develop five existing academic institutions in different areas as Centres of Excellence in urban planning. These will provide an endowment fund of Rs. 250 Crore each for developing India specific Knowledge in urban planning and design. The AICTE will also take the lead to improve syllabus, quality and access to urban planning courses in other institutions.
Skill Development Courses
The budget has also announced world-class foreign universities and institutions which will be allowed to function in GIFT City to offer courses in various subjects like Financial Management, FinTech, Science, Technology, Engineering and Mathematics.
The launch of Digital Ecosystem for Skilling and Livelihood (DESH)-Stack e-portal will also empower citizens to skill, re-skill, upskill through online training programmes and prepare the youth with required courses for skilling which will be started in select Industrial Training Institutes in all the states.
The union minister has also welcomed the emphasis laid on the PM Gati Shakti programme and the PLI programmes in the 2022 budget which will create huge job opportunities for the youth. Close to 60 lakh new jobs are expected to be created under the productivity linked incentive scheme in 14 sectors. Skill Hub initiatives of the Education Ministry and MSDE will be launched for this in 5000 skill centres during the next year.
