UPSC Chairman 2024: The Union Public Service Commission (UPSC) of India is headed by the UPSC Chairman. Mrs. Preeti Sudan is appointed as the new UPSC Chairperson after replacing Dr. Manoj Soni on August 1st. Mrs Preeti Sudan is a former IAS officer of 1983 batch. She is appointed by the President under Article 316A of the constitution. She has replaced the UPSC Chairman, Manoj Sinha, who stepped down recently and had been on the post since 2017.

UPSC is a constitutional body in India that conducts direct recruitment of officers to the All India Services and the Central Civil Services through examinations for Group A and B services. These officers are appointed to various services under the Government of India.

UPSC was established on October 1, 1926, is headquartered in Dholpur House, New Delhi, and operates with its own administrative body. The Federal Public Service Commission became the Union Public Service Commission after independence. It was given constitutional status with under the Constitution of India on January 26, 1950.

Preeti Sudan: New UPSC Chairman

Mrs. Preeti Sudan, an IAS Officer of the 1983 batch from Andhra Pradesh cadre, retired as Union Health Secretary in July 2020. She has approximately 37 years of experience in almost every sector of government administration. Her last three years as Union Health Secretary, especially the last six months, were spent dealing with the COVID-19 a pandemic Prior to this, she was Secretary of the Department of Food and Public Distribution. Smt. Sudan also worked in the Women and Child Development and Defence Ministries. She worked in the State Administration on finance and planning, disaster management, tourism, and agriculture. She holds an M.Phil. in Economics and an M.Sc. in Social Policy and Planning from the London School of Economics

First UPSC Chairman: Sir Ross Barker

Sir Ross Barker was the first chairman of the UPSC and held the position from October 1926 until August 1932. Sir Ross Barker was the first chairman of the Public Service Commission after it was founded. The UPSC CSE Exam is one of the multiple examinations administered by the constitutionally formed UPSC. The President of India appoints the UPSC chairman.

First Indian UPSC Chairman: H.K. Kripalani

Sh. H.K. Kripalani was the first Indian Chairman of the UPSC and held the position from April 1, 1947, until January 1, 2024. 

First Female UPSC Chairman: Rose Millian Bathew

Mrs. R.M. Bathew (Kharbuli) was the first female chairman of the UPSC and held the position from September 23, 1992, until August 23, 1996.

What is the Salary of the UPSC chairman?

The salary of the UPSC chairman is Rs 30 lakh annually, which amounts to Rs 2.5 lakh per month after the implementation of salary as per the seventh pay commission, whereas the salary of UPSC members is Rs 2.25 lakh per month. Prior to this, the UPSC chairperson’s monthly salary was Rs 90,000.

UPSC Chairman Functions

The duties and responsibilities of the UPSC chairman are decided as per Article 320 of the Constitution. Check the list below for the functions of UPSC Chairman

  • It shall be the duty of the Union and the State Public Service Commissions to conduct examinations for appointments to the services of the Union and the services of the State, respectively
  • It shall also be the duty of the Union Public Service Commission, if requested by any two or more States so to do, to assist those States in framing and operating schemes of joint recruitment for any services for which candidates possessing special qualifications are required
  • UPSC or state public service commission, will be consulted on all matters relating to methods of recruitment to civil services and civil posts
  • UPSC or state public service commission, will be consulted on all disciplinary matters affecting a person serving under the Government of India or the Government of a State in a civil capacity
  • UPSC or state public service commission, will be consulted in making appointments to civil services and posts, in making promotions and transfers from one service to another.
